Pipestone County has adopted the following resolution:
Whereas, standing rows of corn stalks can help reduce snowdrifts over highways, and whereas, reduction of snowdrifts over highways reduces plowing efforts and costs, and whereas, reduction of snowdrifts over highways improves the safety of the traveling public, now therefore, be it resolved that Pipestone County will pay for 6 to 12 rows of standing corn located on the North and West side of roads maintained by the County Highway Department where there is a demonstrated drifting problem. Payment will be based on an estimated number of bushels of corn in the strip at the same price as Mn/Dot is currently paying for their standing corn program.
Fence removal policy:
Pipestone County has adopted the following resolution:
Whereas, removal of old fence lines can help reduce snowdrifts over highways, and whereas, reduction of snowdrifts over highways reduces plowing efforts and costs, and whereas, reduction of snowdrifts over highways improves the safety of the traveling public, now therefore, be it resolved that upon request of the Pipestone County Highway Department and upon permission from the landowner(s), Pipestone County will remove old fence lines on the North and West side of roads maintained by the County Highway Department where there is a demonstrated drifting problem.
Back sloping of road ditches:
Pipestone County Highway Department will back slope road ditches along county maintained highways to help eliminate or reduce snow drifting onto the highways. This work is done at no cost to the landowner.
Removal of hay bales from within the right-of-way:
The Pipestone County Highway Department requires that all hay bales be removed from the road right-of-way by October 31st, each year to avoid creating snow drifts on the roadway.
Pushing of snow into the right-of-way:
The Pipestone County Highway Department prohibits the pushing of snow into the right-of-way of any county highway. These piles of snow not only cause additional snow drifting problems, but also may damage snow removal equipment.
Living snow fences:
Whereas, rows of shrubs and tress can help reduce snowdrifts over highways, and whereas, reduction of snowdrifts over highways reduces plowing efforts and costs, and whereas, reduction of snowdrifts over highways improves the safety of the traveling public, the Pipestone County will help participate in the cost of establishing living snow fences where there is a demonstrated drifting problem. This effort is also coordinated with the Pipestone County Soil and Water District to maximize cost participation in government programs and to reduce potential costs to the landowners.
